Earlier, the caste system was meant to be an occupational division but over the ages, the system took an ugly turn as the classes were restricted from various social activities and it leads to untouchability and slowly-slowly built an oppressive environment within a certain section of people.
Definition Of Caste Based Reservation System In India
Caste based reservation system in India is basically an action program which designed to protect the oppressed castes of India from caste-based discrimination or in simple words, reserving access to seats in the various legislatures, to government jobs, and to enrollment in higher educational institutions for a certain section of the society.
Who Are The Primary Beneficiaries?
The scheduled tribes (ST), Scheduled Castes (SC), and Other Backward Classes (OBC), and in some states Backward Classes among Muslims under a category called BC(M), are the primary beneficiaries of this reservation policy.
Rationale Behind The Concept: The Need For Reservation
In older times, the social discrimination based on caste, creed, and religion was to be one of the most inhuman and evil practices in human society. After independence, the Constitution laid down 15% and 7.5% of vacancies to government funded educational institutes and for jobs in both government or public sector, as reserved quota for the SC and ST candidates respectively for a period of five years.
“The most important point Is that at starting it was designed for a period of five years, after which the situation was to be reviewed (which never happened).”
Now, coming back to the present status, it’s been over seven decades that our country is independent of the British empire. The reservations have not worked efficiently because of the failure of the rural schooling in India. The same is the situation in colleges.
Actually, we continue to be divided in the name of caste and religion because of the vote bank politics. The government is defining forward classes on the basis of religion, not on the basis of economic backgrounds.
Some intellectuals have agreed on the point that caste based reservation is dividing our country internally, it is a form of ethnic discrimination. And what about meritocracy? Economically backward should also feature in this scheme of things.
Is It Time To End The Caste Based Reservation System?
The main argument is that the policy of caste based reservation never been subject to a widespread social or political audit or the government never review the status of the caste system. The biggest fear is that if any government wants to withdraw this system, it will be near to impossible because of both political or social issues.
