In its founding years i.e from 1969 to 1977, Kao had made secret contacts with the Israeli Intelligence Agency, Mossad that time. After the 1962 war with China and 1965 war with Pakistan, India felt a need to establish a real time foreign intelligence agency. That time prime minister of India, Indira Gandhi, started an another wing other than Intelligence Bureau and known as RAW.
Rameshwar Nath Kao was the first chief of RAW. He remained its chief till 1977. He was also the secretary of Indian government’s Cabinet Secretariat. Not only this, he was also the personal security chief of Jawahar Lal Nehru and security advisor of Rajeev Gandhi.
The personal life of Kao was very private. After retirement nobody had seen him again. Only a few of his photos are available on the Internet. In 1982, the chief of French External Intelligence agency SDECE, Alexander De Marenches, listed Kao in world’s top 5 Intelligence Officers in the 70s era.
Kao was born on May 10, 1918, in Uttar Pradesh in a Kashmiri Pandit family. His family was migrated to Kanpur from Kashmir. He started his career with a designation of Assistant Superintendent of Police in Indian Civil Services in 1940. Then he was promoted as the chief security officer for VIPs. During the 50s era he was sent to Ghana, a democratic constituency in South Africa, to make an Intelligence and Security Organization for them. He was a solid personality who had strong contacts all over the world. He was capable of changing things just over a phone call.
